Gov't will uphold human rights
despite emergency rule--envoy
WASHINGTON--The Philippines will uphold human rights and the rule of law despite emergency rule imposed in the Southeast Asian archipelago to quell an alleged coup bid, its Washington envoy said Friday. Philippine President Gloria Macapagal-Arroyo on Friday declared a "state of national emergency," invoking powers to use the military to quell a rebellion.
